BTW, this 'consultation' (whatever your thoughts on its ultimate effectiveness) is
open to the public. Responses will be summarised and published at some point. If lots of people respond negatively, then Mr Thomas & Dr Walport are going to look pretty stupid/arrogant/undemocratic if they conclude that more data sharing is A Good Thing.
So it would be very helpful if everyone reading this forum* could download and read the 'Data Sharing Review" document:

If filling in the whole response form is a bit too much, just focus on Section 7 and answer Question 27 (having read the 'Data Sharing Review' is there anything that you think they've missed, or should be paying attention to?) and/or Question 28 (just give your own views and suggestions about data sharing, data protection and the government's handling of personal information).
