Was there some debate as to whether nationality was going to be specified on the card itself?

What does he mean by 'travel authorisation'? That if we've got an ID card we don't need a passport?

If some hooligan gets restricted from travelling abroad by having a 'no-travel' ID card issued, what's to stop him using his passport to travel abroad?

This is a new category invented by the Home Office, to cover ID cards and passports, so that provisions that apply to passports can be extended to ID cards and vice versa. So your ID card might be withdrawn under the Football Supporters regulations, even on suspicion...

Somone who is a fan ought to write a briefing on this for football magazines and columnists.

It is very dangerous idea and new to our law. A passport is not currently "travel authorisation" since you don't need (in law) government permission to travel. The Home Office has in the back of its instinctively authoritarian mind a system of exit visas, as in Soviet Russia, where only those who are "good citizens" (to coin a phrase) are permitted to travel.
