Or maybe this is the type of folk that are attracted to this "job", crazies  If someone is loitering outside, you can and should report them to the police for suspicious behaviour. They could be staking out the street for a burglary. You can report this anonymously. It doesn't matter if they're wearing a badge. What a great cover for a crook checking the place out!

This is my prime reason for refusing to have anything to do with this snooping census. When we wake up in a Totalitarian state then those who refused to partake will have a clear conscience. And this is the crux, it is a matter of conscience. Can you put your hand on your heart and say: "I believe that this census is benign; it will help to build more hospitals and schools". Or do you believe that there is a more sinister agenda and your children and grandchildren will curse you at a future time for your betrayal and failing to take a stand. If you are filling out and returning this form out of fear then please think again because if you do so your children and grandchildren will have a lot more to fear in the future. Looks like these census bods have lost the plot completely  , seems as if they fancy themselves as mini-Columbo. We had one peering in our window from across the street with binoculars.  I wonder if they were ONS issue.

One of our dogs ripped the census bod's skirt off as she was trying to climb over our LOCKED gate  Watching her run up the street with her knickers on show to all and sundry was like a sketch out of Benny Hill. Absolutely hilarious  wish we had caught that on tape... it would have been a youtube classic

oh so that's what the collectors ask the neighbours - head count.

In phase two if you can't make contact then you need to fill out 'N' in the outcome column and you need to fill out a dummy form (Ask the neighbours how many people live there to do it)

So funny. On a student board they're moaning about being asked to do the extra two days as collectors because their return rates are so low. (awww, shame) One said his co-ordinator actually started crying and accused him of not working. Another in inner Brighton said return rate was only about 80% at end April. These collectors really don't care if you return your form or not. They just want to get their money and run.

That's it, for almost two weeks we've been sat in waiting for a visit to collect our form  like a pair of lemons and nowt has come to the door.  How do those daft census folk expect the likes of us to make it as far as yon pillar box at top o hill? We are off out not to enjoy some sunshine while we still can.  This census lot can go take a running jump. Ta ra  D&A

According to BBC news item 3rd May, 10% non-returns so far for England and Wales. That's 2.6 million households or about 6 million people. (The 2001 census had 6% non-returns, which represented about 3.5 million people.) Not a bad result for doing nothing. Looking at the ONS website analysis of the last census, the non-compliance procedures appear to be more for show to 'encourage' participation in future censuses. (Didn't work, I’m thinking.) They also admit it is 'onerous' to conduct, especially in low return areas, which means they really don't have the resources to chase everyone. This is why they go after only those instances where there has been a clear refusal from a named person, ie you must open the door, say "My name is so-and-so and I live here and I refuse to fill in a form." Not being at home and “it’s in the post” are not clear refusals.So the absolute easiest route, as many have been saying all along, appears to be no contact or utter silence. However! If you do formally refuse, take heart. You can still very easily avoid a fine or prosecution while still giving Glen Watson the runaround and adding to his ever increasing embarrassment. Even though in 2001 there were over 6,000 clear refusals and they had sufficient evidence for 1,500 prosecutions, they only referred 90 , and of these only 38 were prosecuted. This is because they dropped prosecution charges at any time the person agreed to fill in the damn form - even when that was after the court summons had arrived.BTW whatever you said to the collector shouldn't count for anything because there needs to be evidence acceptable for court, which means two people together acting as witnesses, hence the non-complaince pairs. But if you did refuse the collector then you might receive a visit, although this is unlikely as there just aren’t enough of them and nobody ever appears to be home in Britain these days anyway - must be all this nice weather we're having.
