It strikes me that there is a bit of a conundrum in play here. The object of the census is to find out about you. You may have a perfectly valid reason for not being able to fill in the form. Without the census information they won't know that reason. Simple evidence that you have not filled in the form surely cannot be the basis for a succesful prosecution.

If you are able to keep stum about your your personal circumstances I don't see how they can come after you. You have a 'right to respect for your private life' and that means not having to reveal why you are unable to fill in the form.

"Dear Householder

As of the date of this letter, we have not received your completed census questionnaire.

If you fail to return a completed census questionnaire by 6 May, your details will be passed to our non-compliance unit who may instigate prosecution proceedings.

Completion and return of your census is a legal requirement under the Census Act 1920, the Census (England and Wales) Order 2009, the Census (England) Regulations 2010 and the Census (Wales) Regulations 2010. Failure to return a completed questionnaire could lead to a criminal record and a fine of up to £1,000.

The quickest way to get it back to us is online, using the unique internet access code on the front of your paper copy. For help with completing your census questionnaire or if you require a replacement, use the census online help at http://www.census.gov.uk or contact the census helpline.

If you have completed and returned your census questionnaire already, then thank you and please ignore this letter.

Yours faithfully

G Watson
2011 Census Director
Officer for National Statistics"

Wow, Glen Watson shows his "dark side". This nonsense should make us even more determined not to fill this sinister CenSuS in. May Mr Watson lose his job over this whole business which is tantamount to harassment.

You can go to Hell Mr Watson and take you damned CenSuS with you!

If you take a read round the forums where the brownshirts chit-chat it appears that they have run out of work and are struggling to fill their time, been reduced to filling in "dummy forms" whatever they are.

Experience of human nature tells me that compliance will be pretty high; if I was to hazard a guess I'd say in the 90s (Stanley Millgram would be pleased :D ; at least it feels like it around here, we are being beginning to feel like Bonnie and Clyde holding out the the Last Chance Saloon. :D Also, a lot of the no-returns will be genuinely empty properties; it's like the Electoral Register, is is never going to achieve 100%.

Still, I couldn't give a monkeys, and we will see these critters  off.

And, has been said many a time before but is still worth repeating:

So it's not just me that does this!
One poster also said the outstanding forms had dwindled so much, he/she was considering doing 'stake-outs' with a packed lunch.
Bring it on.

Name these forums please. Why no signature, Guests?

Don't you think they know you are reading? I think they even like to leave disheartening messages on forums such as this one. :) Hello.

Mr Glen Watson's whole campaign from the start was based on psychological manipulation and fear mongering because they have little power to enforce it.

They have probably got nowt to do because no-one is answering the door to these wanabee Stasi-types.

When this is all over we can congratulate ourselves that at least this is one less database that we are on :)

Glen Watson can shove his "non-compliance team" up where the sun doesn't shine :D

We are never going to get any actual "non-compliance" figures given out in the media. Any figures that are given out are given out to well... manipulate us into "compliance".

All we really have to go on in our own observations and whatever else information that we can gather.

You'd be daft to believe anything that the media is putting out - they media are part of the problem not the solution. :D

This thread appears to be deviating from the core database state issues associated with the census into a more general discussion of enforcement officers, the role of marketing/media

Attack Wave One (The Droids) appears to be drawing to a close - All quiet on the Western Front... or not... but still no reason to draw the curtains :D

Still got Attack Wave Two (The Replicants) to look forward to beginning on or round about May 6th which is this Friday

Discussing the core database issues isn't much good when you have a goon hammering at your door :D

Some of these census clowns are complaining about their co-ordinator cracking up at them... "cos I am in a low return area and 90% of peeps don't answer the door to me"

That's the way to do it:

There were 30,000 collectors and I received about 6 visits.
There are only 100 non-compliance peeps.

That's 300 times more collectors than n-c peeps.

I don't expect any visits at all after 6th May. You'll be lucky to get one. They are stuffed. How embarrassing for Glen Watson.

When you think about it on wages alone it will cost approximately £30 and hour for 1 pair of these "non-compliance" goons. Over a 37 hour week that's like £1,100. So a 4-month "stake-out" would set the ONS back £17,760. So even had a 100% return rate that would be £888,000 for 50 census forms. :D Something doesn't add up there.

A few years ago when I lived in a high rise, I got a visit from one of 'em - TVL?Capita. I didn't let him in, just told him to f**k off. I still got a summons through the post. Legal aid solicitor got the case thrown out through lack of evidence and solicitor told me that the best way to avoid prosecution is NOT to speak to them, just close the door 'cos there's nothing they can do by law.

Actually I believe that's 50 pairs.
Covering both England and Wales.
Good luck with that one I say!

Spending a lottery ticket short of £1 million to collect 50 census forms is a blooming disgrace.

If the wording of a message triggers fear and dread in you, you are very likely being psychologically manipulated to act. :D

And why would they need to psychologically manipulate you to act?
Because they have no authority/power to make you do it.
Manipulation by fear is a dead giveaway.

Exactly, if these fookers could kick your door down, they would  - make no mistake about it  They wouldn't have to resort to psychology manipulation tactics - they would just do it :D These fookers have as much power as a 40w lightbulb :D Fook 'em
