It was never in doubt that the DoH always had plans to expand the SCR to include non-GP (R2) data.
It is a widespread belief (amongst the public, and I believe, amongst GPs) that, since the ministerial review in 2010, the SCR would be limited only to GP-supplied data, allergies & medications, and any other data uploaded by GP practices with the patient’s explicit consent.
It was this understanding that facilitated the progress of the SCR rollout, I suspect.

It may help to explain that following the recommendations made in the Ministerial Review of the Summary Care Record, which reported in October 2010, the only content being added to the Summary Care Record is that from General Practice. No organisation is permitted to upload ‘Release 2’ information to the Summary Care Record.

Previously, 2 organisations had planned to upload R2 (non-GP) data, but withdrew their project.
