This is pure spin. There is a public consultation in the Isle of Man about the UKBA's latest attempt to impose 'passports in country':

However, the actual Statutory Instrument contains the vires for checks in all directions from the Isle of Man across the Irish Sea. This does present as the first stage in an incremental approach to building up internal 'passports in country' identity checks across the British Isles by a series of Statutory Instruments.
The point the Northern Irish are raising is that this goes against the Good Friday Agreement as it would mean telling British Citizens in Ulster that they need to present a passport to leave the province. This is a serious political gaff by the UKBA. The very last thing they should be doing is placing pressure on tensions within the community.
