e-Borders tracking half of all passengers through UK

A government minister has said the e-Borders system is now tracking almost half of passenger movements into and out of the UK.

Immigration minister Phil Woolas said the UK Border Agency estimates 45 to 50 percent of journeys, equivalent to approximately 100 million passengers annually, are now being covered.

Answering a parliamentary question from Theresa Villiers MP, Woolas qualified the figure by saying it is pending formal verification by statisticians.

As someone pointed out in the Register's comments, which half? Presumably, those who are 'ordinary, law-abiding citizens', i.e. people we aren't particularly fussed about 'tracking', as opposed to illegal immigrants and criminals, who we are.
