Oct 12 2009 by Gwenda Thomas, Western Mail
New rules designed to protect vulnerable children and adults come into force today, as Gwenda Thomas explains
TODAY is an important day for all those concerned with the protection of the vulnerable in our society, as the vetting and barring scheme run by the Independent Safeguarding Authority (ISA) is established.
The scheme is one of the UK Government’s key responses to the Bichard Inquiry, which followed the Soham murders by Ian Huntley and focused public attention on the way people who work with children are vetted.

The Welsh Assembly Government is fully supporting and implementing this scheme.
