 Post subject: Driving licences

If I get a provisional driving license now and get a full driving license within probably about a year, am I likely to be added to the NIR or would they need to make it a designated document first and only include new aplications after it becomes a designated document? Also, how will we know if/when something gets made a designated document?

Also, AFAIK, cars can be registered to a PO box address, but can a PO box address be used for the actual licence? (just trying to figure out as many safeguards as possible as the DVLA has already been seen to sell people's details, and I try to avoid my name getting onto things like 192.com etc, even though that currently means not having the right to vote (I know people who have moved, and theyre on the website despite ticking the box when they sent the form back)

Information can be taken from anywhere to create or add to the NIR. However there's no NIR yet, and it is nowhere near being specified, so this is really not worth worrying about directly at the moment. DVLA records are so notoriously inaccurate that using them to compile NIR entries would probably be a last resort.

A document can be designated only by statutory instrument. So we would have notice through the regulation being laid before parliament. And since a designated document presupposes the existence of the NIR, that would have to be created first.

Thanks for the reply Guy, sorry for not posting again, been busy lately and haven't had as much time for internet.

So, they'd need seperate legislation? Theoretically speaking, if the NIR was already up and running a year ago, and if I got a license now, and the documents were designated in a years time, does the current law allow things to be added retrospectively, or could only new applications recieved :after: its made a designated document be added?

I realise that the data sharing law would allow them to access enough information to compile a very basic record of me, but I think (although not 100% sure) that they wouldnt be able to add that data, unless i apply for a designated document, without a seperate act to make ID cards compulsory?

If the site in question got their details from the electoral roll despite the request to be kept off the non-restricted register then that is a breach of the DPA by the electoral bods. However, it is more likely that the info was retrieved from the Land Registry (you stated they had moved; any purchase or sale of property is registered, aristocrats can be off the Land Registry simply because they haven't moved for 500 years) or simply from the phone book.

Yes, a PO Box can be used for the a license, car reg, insurance, credit cards and even a passport. Many Box companies have the policy where your box number becomes Flat xxx, Suite xxx or Room xxx followed by the rest of the proper address.

The post just gets delivered to them in a big sack and they do the rest. Some comapnies even provide a phone number for you. When anyone arrives (bailiffs, deliveries, council) at their front door they merely state they are the front entrance to the block of flats, etc.

Firearms licenses can also be registered at a PO Box address.
It;s usually for e'g' people who have served in N.Ireland.
