My wife is a Thai national and has to carry one of their ID cards, which is needed when anything involving the government etc is used - driving, buying cars, land etc. They are phasing in biometric cards at a massive cost to the carrier of around 5 quid per card. If a 'poor' country can do it at this cost - where does the cost of 80 & 90 quid come from.
As for carrying the cards - check the news on the South of Thailand for the amount of terrorism going on. The police can fine Thai's for not carrying an ID card - or foreigner for not carrying a passport.
Of course anyone with dishonest intentions can of course register for 'real' documents using their fake ones, therefore getting a 'real' fake ID.
