No, of course you can't. Anyone of any nationality can get a provisional driving licence. You need a travel document that shows your nationality and your consequent right to be in Spain. If you're from an EEA country, you may enter Spain (or any other EEA country) using a national ID card issued by your country of nationality. If you don't have an ID card, you will have a use a passport instead. You also need an ID card to pay with a debit/credit card in Spanish supermarkets. Again, if you don't have an ID card, you'll need to carry your passport with you to go shopping - not convenient I know, but that's one reason you need an ID card instead.
