Could one of our artier colleagues knock together the following suggestion:
Photo/carichature (sp?) of Clarke/Blair complete with 70s style moustaches, barcodes on their foreheads and the simple slogan ...
"GOT YOUR NUMBER!"

Awesome - really impressed with your layout skills.
I'd change the text a bit:
"This means that..." to "From October onwards, innocent people like you will be forced on to the world's most intrusive Big Brother database or will be denied a passport. You will be interviewed etc
These details will be linked to many other databases which already contain huge amounts of data on you, including your financial income, international travels, car journeys and perhaps even your medical records."
There may be a better headline...

How about?
"Feel like someone is watching you?" (has to be a smaller font)
"They soon will be."
Also "on to" is 2 words.
And the space between Box No. & 412 looks too big.
Can we have a 150ppi version?

Can you generate Postscript or PDF, so we can scale it up as needed?
I have Acrobat Distiller, so if you can create Postscipt, I can make a PDF for you.
If not, how about a 300 dpi, A4-sized GIF/TIFF?

Minor point:
The green on green in the "database records" section is a bit hard to read. Perhaps making it white on green just for that highlighted record? Or a dark and light shade of green? Well, some kind of better contrast to make it more readable. I'm sure you can think of a set of colours that's suitable.
