So, this is what Britain has come to. Not actually committing an offence but arousing suspicion just because of the way he looked.

Mind you "thought to be one of only two black farmers in the whole of Britain" is quite a statistic. I suppose anything that looks out of place can arouse suspicion. That's a pretty normal human response and remember the job of the police is to reduce crime. If I walked into a bank carrying a baseball bat and something over my head I'd probably get the same response, even though I might have a rare skin condition and just bought the bat while shopping. Normally the issue is resolved with a simple enquiry and people accept that. I think race is being brought into it unnecessarily.
