This article is yet one more attempt to make a 'feasible' case for government snooping when instinctively most of us know that this should never be condoned.
The Telegraph has been pro the govt snooping charter, but I'm pleased the say the Daily Mail has written some fabulous Anti snooping charter articles.
The Telegraph can't get traction, but if you check out the Independent/Mail - they do have traction against these laws.
But - the Telegraph need to hang their heads in shame on this. Only Delingpole a blogger for them has come out against a Police State... which means we have a very good idea that the Telegraph is acting as a mouthpiece for the govt... and getting nowhere.

The govt seem to be surprised that we're "not" in favour of Councils having access to our emails and phone calls. I mean.. who do we think we are.
