Are off-topic unless there is a direct illustration of a defect or local legal restriction that is applicable to the British one.
Dozens of countries have, or are implementing ID schemes. "News" about them is usually irrelevant but there is inevitably a lot of it out there.
If a foreign story is evidence for a specific opinion (not a jumping off point for speculation) about the UK scheme then that belongs in "ID Discussion".
