Anyone know how easy it is for particular departments to get access to data in other departments? eg getting access to our ANPR data.

Generally not easy (unless you are a social engineer). It is impractical and usually illegal. And quite right too.
The whole point of Transformational Government in general, and most of the nauseaous database government projects is to make it easy. Practically, I am glad to say, it is likely always to be harder than ministers imagine, but the destruction of the legal protections for the privity of our relationships with individual organs of government and with each other is proceeding.

I have recently discovered that my county, Dorset, are leading in the away in information sharing - the Police, Fire service and several district councils have signed up to the Dorset Over-Arching Information Sharing Protocol. Needless to say, no members of the public were consulted about this, it has been presented as a fait accompli.
Following a chat with the local Freedom of Information contact at West Dorset District Council, I now have a copy of the Protocol, but frankly, I have no idea what to do with it! Any ideas?
