 Post subject: Are all people able to register to vote?

I know this is the wrong web page to post this question but I believe it's the right place to find the answer so here goes:

How do the homeless/NFA's/council tax/debt/petty crime dodgers/dissidents etc register their vote/entitlement to vote in local council elections/general elections and referenda?

The reason I ask is that a homeless person may not be able to prove their ID or receive their ballot card and a council tax/debt etc.. dodger can't register to vote without fear of being incarcerated. I'm sure many might say that some people should not be entitled to vote but I think that kind of thinking only helps a government to subdue its population; and popular subjugation is the reason I'm against ID cards.

Just thought I'd make it clear, the above is not an advocation of ID cards or a national database. I asked the question because, it seems to me that there are a lot of people who would like to vote in elections and possible referenda but whom cannot because they are afraid to register to vote for fear of bailiffs etc or have no proof to validate their right to vote.

Does anyone know whether an application for asylum could be successfully mounted in any nice countries that might assist an expatriater with initial patriation costs?

Had a quick read of it.

For the homeless, it seems that provision is made provided some sort of an address within a constituency can be provided (i.e local connection to a constituency) but it apparently (on quick perusal) fails to provide for those who travel between constituencies and fail to (or lack desire to) return to any of those constituencies.

I understand that a prospective voter can offer to collect from the registrars office but I'm still assuming some sort of connection to the constituency needs to be established. (I understand the reason is that an electorate elects an MP to represent his/her constituency). I will keep reading it.
